Meeting Called to Order by Chairman Taylor at 6:01 p.m.

APPOINTMENTS & HEARINGS:
Joint Meeting with Finance Committee:
The Board of Selectmen met in joint convention with members of the Finance Committee for the purpose of reviewing the May Special and Annual Town Meeting Warrants. In attendance were Finance Committee members Chris Avis, Charles Gasior, George Schmidt, Oskar Klenert, Mark Davini, Robert Chalker and Jim Condon. Also present was Town Counsel, Patrick Costello, and Jeremy Carter, the Town Moderator.
The Finance Committee motioned to open their meeting at 6:02 p.m. The vote was unanimous; 5-0-2. Mr. Davini and Mr. Condon were absent for the start of the meeting.
NEW BUSINESS:
Special Town Meeting Warrant:
Article #7: To fund a 1% cost of living adjustment for FY12 to employees
classified under the Public Works Department. The first year cost is $36,198. Town Meeting approval is not required as funds exist in the DPW Salary & Wage Account. It was noted there is available funding due to resignations, and unfilled new hires. The Board of Selectmen previously voted on this article and agreed the article would be indefinitely postponed on Town Meeting floor.
The Finance Committee had no objection.
Article #8: To fund the first year of a 3-year collective bargaining agreement with Local 888 of the AFL-CIO Clerical Unit. The first year cost is $13,600. The Board of Selectmen previously voted to support the agreement. The Finance Committee voted 5-0-2 to support the agreement as referenced. Mr. Davini and Mr. Condon were absent for the vote and arrived to the meeting at 6:05 p.m.

Annual Town Meeting Warrant:
Article #2: Fiscal Year 2013 Municipal Budget
It was agreed the typographical error on line item 42 of the Town Meeting Warrant would be corrected as follows; the Finance Committee recommendation for the School Committee budget should read: $18,746,039. The Finance Committee budget equals the School budget recommended by the Town Manager. It was noted the School Committee voted the same for FY13.
Articles #26, #27, #28: To authorize the Board of Selectmen to sell by public auction, vacant land acquired by the Town through tax foreclosure. This action will return this property to the tax rolls increasing annual tax revenue. Town Meeting vote is required to change the purpose for which the lands were being held, to make them available for sale. It was noted the lands as described are not under control of the Conservation Commission. It was agreed that Town Counsel would give an overview of the bylaw process on Town Meeting floor.
Article #29: To discontinue a portion of Job’s Fishing Road located between Route 28 and Great Neck Road. The article as presented will clear title to this property.
Article #12 & #13: To fund the Local 888 AFL-CIO Public Works Unit contract. The cost is $111,892 is FY13 and to fund the Local 888 ALF-CIO Clerical Unit contract. The cost is $33,916 in FY13.
The Finance Committee motioned to approve Article #12 & Article #13 as presented. The vote was unanimous. 7-0.
Petition Articles:
Article #33: Request Legislation to Repair the Impact of the Foreclosure Crisis.
A resident petition for an ordinance to repair the impact of the foreclosure crisis on the Town of Mashpee. It was disclosed, the Town does not have the right to adopt ordinances.

Proclamation – Citizen of the Year – Robert Weekes:
Motion made by Selectman Cahalane to proclaim Robert Weekes as Citizen jof the Year; May 11, 2012.
Motion seconded by Selectman Richardson.
VOTE: 4-1. Motion carries.
